GOP childcare bill would offer vouchers for relatives, stay-at-home parents to watch children

CV NEWS FEED // Congressman Riley Moore, R-W.Va., has introduced the Respect Parents’ Childcare Choices Act to the House of Representatives, which would increase funding to help low-income and working class parents cover the cost of childcare.

The legislation would provide vouchers for childcare, not only for third-party childcare options but also for relatives and stay-at-home mothers or fathers, according to a March 24 article from the Daily Wire. 

“For decades, conservatives have rallied around being pro-life, but far too often, the policy framework that came with it lacked strong, substantive ideas to reduce the burden on American families,” Moore told the Daily Wire. “Being pro-life means being pro-family, and with this legislation, we’re empowering families to choose what works best for them.”

The legislation expands the Child Care Development Block Grant (CCDBG). The grant technically allows parents to use vouchers to pay relatives for childcare, but regulations make this set-up difficult. The Respect Parents’ Childcare Choices Act would remove many of these regulations, making it easier for family members to watch nieces, nephews, or grandchildren.

Moreover, the new legislation states that parents are eligible to receive the voucher, making it easier for low-income and middle-class parents to stay at home with their children. It also reforms the CCDBG so that single parents are not penalized for getting married. 

“This bill puts parents back in the driver’s seat, letting them decide how their children are cared for, ensuring that CCDBG vouchers support the full range of caregiving options,” Moore’s office stated. 

Indiana Senator Jim Banks introduced a version of the bill to the Senate in February 2025. Heritage Action, American Principles Project, Independent Women’s Forum, Family Policy Alliance, Students for Life, and CatholicVote publicly support both bills.
