The Biden-Harris administration spent at least $1 trillion in American taxpayer funds on 460 programs across 24 government agencies to push the diversity, equity, and inclusion (DEI) political agenda, according to a study released Monday.
The joint study, conducted by the Center for Renewing America (CRA) and the Functional Government Initiative (FGI), analyzed “official federal documents aimed at identifying programs encompassing or relying on elements of DEI to determine spending priorities.”
Primary sources for the investigation, according to the report, included:
- Budgetary justification documents corresponding to Fiscal Year (FY) 2025
- Equity Action Plans promulgated by federal agencies
- Press releases and ancillary policy documentation
Results of the analysis, the study sponsors said, showed “the depth and breadth of DEI initiatives under the Biden administration was massive, and the work to ensure President Trump’s orders are carried out will take careful oversight by agency leaders.”
“The numbers are staggering,” said the authors in the executive summary. While “[t]he cumulative budget of these programs exceeds $1.1 trillion,” that amount still “does not encompass all DEI-related expenditures, nor does it include every program across these agencies.”
The study details how the Biden-Harris administration infused the DEI agenda across the federal government, highlighting, for example, the Defense Department’s plan to “integrate environmental/economic justice tools,” FEMA’s aim to “install equity as a foundation of emergency management,” and the Department of Labor’s plan to “embed equity in a sustainable manner that recognizes the multiple and overlapping identities held by workers.”
On his first day in office, Biden signed executive order 13985, “Advancing Equity and Racial Justice Through the Federal Government,” in which his administration “emphasized the enormous human costs of systemic racism, persistent poverty, and other disparities, and directed the Federal Government to advance an ambitious, whole-of-government equity agenda that matches the scale of the challenges we face as a country and the opportunities we have to build a more perfect union.”
“DEI is deeply rooted throughout all aspects of the federal government, and it needs to be eliminated completely,” Wade Miller, senior advisor for CRA, said in a statement. He noted that the Trump administration “has already embarked on a vitally necessary complete audit of each and every government program.”
On the first day of his second term, President Donald Trump issued an executive order titled “Ending Radical and Wasteful Government DEI Programs and Preferencing.”
FGI spokesman Roderick Law said the joint study “could both expedite the elimination of DEI from the executive branch and show just how quickly pernicious ideologies can spread inside the government.”
“The nature of DEI is both divisive and anti-American, so why force it onto the military, the Commerce Department, or the EPA?” Law asked. “After President Biden lavishly funded and pushed these controversial principles into every possible area of government, our hope is that raising these questions and offering Congress and responsible executive branch officials tools and suggestions can keep it from happening again.”
CRA and FGI said their mission is to give Congress tools to assist in legislation that would “root out DEI ideology permanently,” as well as educating Americans about the massive costs of these programs to taxpayers. The study maps out steps Congress can take to remove radical ideologies from the federal government.
CRA was founded in 2021 by Russ Vought, who served as Trump’s director of the Office of Management and Budget (OMB) during the president’s first administration and returned to that same position when confirmed by the Senate in February.
FGI’s website describes itself as being “dedicated to improving the American public’s awareness about the officials, decisions, and priorities of their government. We do this through investigative research, analysis and education.”
