Wyoming governor signs universal school choice bill into law

CV NEWS FEED // Wyoming Republican Gov. Mark Gordon has signed the Steamboat Legacy Scholarship Act into law, majorly expanding school choice in the state and making Wyoming “the 15th state to pass universal school choice in the past 4 years,” according to school choice advocate Corey DeAngelis.

The legislation provides families with $7,000 per child annually to cover K-12 non-public education expenses, including tuition and tutoring. Additionally, it offers financial support for pre-kindergarten costs to families earning up to 250% of the federal poverty level.

Gov. Gordon praised the bill as a “remarkable achievement,” emphasizing its role in broadening educational options while maintaining the strength of public schools. He noted that the initiative was crafted by Wyoming residents to meet the state’s specific needs.

Supporters, such as the Wyoming Freedom Caucus, celebrate the law for empowering parents and prioritizing students over systems. The bill has also garnered national attention, with President Donald Trump praising its passage as a significant victory for Wyoming families.

The Wyoming bill aligns with broader national efforts to expand school choice. 

Recently, CatholicVote joined over 50 organizations in advocating for the Educational Choice for Children Act (ECCA), which seeks to create a scholarship tax credit to broaden educational opportunities for K-12 students. 

Additionally, the U.S. Bishops’ Conference recently endorsed federal school choice legislation, emphasizing the importance of expanding educational options for families nationwide.

In another legislative victory for the movement, a nationwide school choice bill recently cleared the House Ways and Means Committee, marking the first time such a proposal has advanced beyond committee consideration. Like Wyoming’s new law, this federal effort aims to provide parents with greater control over their children’s education.

The Steamboat Legacy Scholarship Act is set to take effect in the 2025-2026 school year.
