North Carolina bill would protect unborn children from abortion throughout pregnancy, includes life-saving exception only

CV NEWS FEED // Three Republican lawmakers in North Carolina’s House of Representatives recently introduced a bill intended to protect the lives of unborn children from conception to birth with almost no exceptions.

Local ABC affiliate WLOS reported that House Bill 804, titled “The Human Life Protection Act of 2025,” protects all unborn children from abortions except for instances where the life of the mother is in danger. 

The bill additionally states that three acts are not classified as abortions and are exempted: those in which the intent is to save the life or preserve the health of the unborn child; those in which it is necessary to remove a child who died in the womb because of spontaneous abortion; and those in which an ectopic pregnancy must be removed. 

The bill classifies the performance of abortions that result in the death of an unborn child as a Class B1 felony, while other violations of the Act are Class B2 felonies.

Current law allows abortions between conception and 12 weeks of pregnancy. According to WLOS, abortions performed outside that time frame carry penalties of less than two years of imprisonment.

However, the new bill would penalize abortionists $100,000 for each abortion performed and revoke health care professionals’ licenses. WLOS also reported that the penalty could include a minimum of 10 years in prison.

According to local ABC affiliate WTVD, Tami Fitzgerald, executive director of NC Values Coalition, explained that pro-life legislation is currently crucial in North Carolina. 

“We believe that protections are in order for unborn babies that are greater than just 12 weeks, because right after Senate Bill 20 was passed [which moved the cutoff for abortions from 20 to 12 weeks], as good as it is, we got new abortion statistics that showed that 92% of all the abortions in North Carolina are performed before 12 weeks,” she reportedly stated.

Democratic Gov. Josh Stein said in an April 9 Facebook post that he “will veto any bill that strips women of their reproductive freedoms.”

His administration has also sought to retain access to abortions, issuing an executive order in January 2025 to protect legal abortions and preserve the privacy of those seeking them.

The bill is sponsored by Reps. Keith Kidwell, Ben Moss, and Donnie Loftis. According to WTVD, it was referred to the Committee April 9, but it’s unclear whether the bill will pass and move to the Senate, where Republicans hold a supermajority.
